Education Improvement

Since 2003 The Community Foundation has been authorized by the Pennsylvania Department of Community and Economic Development to administer the Education Improvement Tax Credit (EITC) program in our region. We have distributed $300,000 to 500 local families in the form of scholarships for students from Pre-School age through grade twelve. This is a needs based scholarship for families with an annual income of less than $50,000. Scholarship Applications are available in the Pre-K and K-12 categories of the Scholarship section on our web site.

Funding for these scholarships is provided by generous contributions from local businesses that receive tax credits of between 75% to 100% on the following Pennsylvania corporate taxes:

  • Corporate Net Income Tax
  • Bank & Trust Company Shares Tax
  • Insurance Premiums Tax
  • Capital Stock Franchise Tax
  • Title Insurance Company Shares Tax
  • Mutual Thrift Institutions Tax

In addition to providing these scholarships, The Community Foundation is also enrolled in the aspect of the EITC program that benefits our local public school systems by funding Curriculum Enhancement programs that schools would like to implement, but which are currently unfunded. This program is also supported by tax credit donations from local businesses. With support from Peoples National Bank we are currently administering a project to renovate the Computer Lab at the Montrose Area Junior/Senior High School. If a business owner would like to learn more about the program, and perhaps receive the simple one-page tax credit application, please contact The Community Foundation. To date our sincere thanks is extended to the following businesses for their contributions to this worthwhile program.
